First, make sure that you have Spotify running on your phone. If your phone is still not appearing please make sure that you are logged in to Spotify with the same username on your phone as on your computer, and that you are connected to the same wifi network, without using a cable. Then restart the Spotify app on your phone.
Note: It is common for the phone to disconnect from the wifi after a couple of minutes in sleep mode. This may cause it to disappear from the Devices list in Spotify. It should re-appear in the Devices list again if you wake the device up from sleep mode.
